Winter is Over is a unique relic manufactured by the Eridians. Winter is Over is dropped by Ghost, a unique skag found in a small cave near the entrance to The Burrows.
Special Effect
Increases incendiary damage inflicted up to 24% at level 30, 30% at level 50, 39% at level 80, and 42% at Overpower level 10.
