A lot of the skills are on 1 because class mod can boost them to 5. The only skills can't be boosted by class mod are phase strike, hard to get, hit and run, dramatic entrance, enforce and blackout. Of these 6, only hit and run and hit to get are useful, others are either complete waste (phase strike@5, the damage is still crap compared with a high powered rocket, and it doesn't stack with venom) or can't be boosted by class mods.

For my personal taste, I won't even bother to open up Phoenix, because it costs too much to open it up. Elemental Tree skills IMO aren't that useful other than quicksilver and resilience. I would rather boost mind game, hard to get or high velocity, even shave 1 off quicksilver and resilience
