I'd like to add two notes: 1. Upon installing the core and Sanctuary becomes defenseless, one can't accept any other side quests, whichever starts from NPC in Sanctuary, other regions, or in all DLCs. Also swiching current mission to any other missions (side  quests or DLC story quests) is disabled. The only possible way to accept a new quest is entering a new DLC that this character has never entered during current playthrough, which switches current quest to the DLC stroy quest.   2.  Once the chapter starts, the entrance to Highlands from The Dust is open, so it is possible to arrive at the Highlands before Lilith is given Eridium and let Sanctuary flyes. However if arrive in Highlands and some other areas (such as Thousand Cuts) at that time, It can be seen Sanctuary is already floating in the air. The title of the chapter is a reference to the rising action in narratology, which is the section of a story between the introduction ("exposition" act) and climax. The chapter Rising Action, the title of which ostensibly refers to Sanctuary's takeoff, marks the start of Borderlands 2's rising action.
