I wonder if the name and flavor text are some kind of connected to Blizzard and their policy of balancing stuff in spite of fans, often abreviated "Fun detected. Destroy".
IYAM It fits current Gbx policy as well ;)
Anyway, "Ion Cannon" is the skill from one of their WoW minigames called "Pet Battle", and also Protoss tech in Starcraft games.
