I think the 'note' needs some clarification:

This ability works wonderfully with the Blood Soaked Shields as it provides highest
yield toward player with low health status. Great for high risk anarchy build high stack).

During normal gameplay it may work well with 1/5 or 2/5 BSS, but with 4 or 5 points in BSS this skill is kinda redundant. Either you kill something and are at 100% or you're alone and there is nothing to kill. An exception may exists for fighting (raid) bosses without support mobs. (I think a combination of BSS and Cooking up Trouble has more synergistic benefit then BSS and FM.)

Over -100%

Does having over -100% in this skill cause shields to recharge as long as you aren't being shot at? Cyanninja (talk) 19:11, May 24, 2013 (UTC)

It doesn't seem to. Even when on very low HP with 10 points in this skill (-140%) shields don't continually regenerate. There is the benefit that you will enjoy lower delays with higher HP as you put more points into this skill. However, my (untested) theory is that -100% actually halves to recharge delay. IE it is the inverse effect of an increase, where +100% would double it. Therefore with -140% I feel like you'd gain a reduction of: (1.4/2.4)*100 = 58.3...%. As I mentioned, this is untested but it feel like this is how it operates. If someone could test it I would greatly appreciate it. R3dclient (talk) 12:09, July 30, 2013 (UTC)
