After extensive testing, I am 99% certain that there is SOME kind of RNG element to the distance at which the secondary projectile spawns. Testing if there might be some randomness to when it SPLITS is a different story, and is much more difficult to test; however, after testing different ranges, at certain close ranges the secondary projectile (which can be easily spotted by its telltale glow) would sometimes spawn... and sometimes not. At sufficiently long ranges, of course, the projectile will ALWAYS spawn eventually, but at short ranges I believe with a great deal of certainty that the secondary projectile actually spawns at variable distances, even when fired from the same location. Secondary Projectile Split Distance

EDIT: It turns out that the split distance IS based on time travelled, but Borderlands 2 measures that time in FRAMES, which means that the actual split distance can vary to an extent. I did not realize that the Borderlands 2 engine even worked that way, but thankfully basedgod Derch enlightened me. So, case closed. I think it's also safe to assume that other distance-based projectile split/effects, including but not limited to the Godfinger, Lyuda, and Sandhawk, also work this way.
