Sparky Shield is a legendary energy shield in Borderlands 4 manufactured by Ripper. It is obtained randomly from any suitable loot source, but has an increased chance to drop from Shadowpelt located in Whistler's Maw - Auger Mine, Cuspid Climb in Terminus Range on Kairos.
