Rough Rider is a legendaryshield in Borderlands 3 manufactured by Anshin. It is obtained randomly from any suitable loot source, but has an increased chance to drop from Red Jabber located in Ambermire.
It takes more than that to kill a Bull Moose. – 0 shield capacity. Reduces all incoming damage by 23%. Increases maximum health by 35%.
Usage & Description[]
The Rough Rider shield is considered as both full and depleted at all times, but not as active. It works well with skills that are activated when a shield is depleted as those will be kept active.

The damage reduction is less than what is stated on the item card and will be even less if the user has another damage reduction source.
The Deathless artifact does not increase the Rough Rider's shield capacity. Using both at the same time is a poor choice as the character will only have 1 point of health with no shield.
Using the Deathless artifact along with Rough Rider can be an effective way to complete Second Wind based challenges.
Has a chance to spawn in the "Adrenaline" variant that additionally grants +23% reload speed.
Has a chance to spawn in the "Fleet" variant that additionally grants +10% movement speed.
Has a chance to spawn in the "Roid" variant that additionally grants +80% melee damage.
Has a chance to spawn with the "Scrambling" variant that grants both +23% reload speed and +10% movement speed.
Will prevent the character from gaining the benefit of the Topped Off guardian rank perk.
The Rough Rider does not have stats that are affected by the shield's level.
Trivia[]
The shield's name and flavor text quote refer to President Theodore Roosevelt, founder of the military group the "Rough Riders", and the "Bull Moose" political party. After being shot, he spoke publicly saying, "Ladies and gentlemen, I don't know whether you fully understand that I have just been shot; but it takes more than that to kill a Bull Moose."
The Rough Rider is a returning shield from Borderlands 2 but as a legendary Anshin shield instead of a unique Jakobs shield.
The Rough Rider uses the same skin as the Back Ham.
