Retcher is a Seraph E-tech shotgun manufactured by Tediore. The Retcher can only be obtained as a rare drop from Hyperius the Invincible in Ultimate Vault Hunter Mode or from the Seraph Vendor in Oasis in True Vault Hunter Mode and Normal.
