Rebound is a legendary assault rifle exclusive to the Psycho Krieg and the Fantastic Fustercluck DLC for Borderlands 3 and is manufactured by COV.
It is obtained randomly from any suitable loot source but has an increased chance to drop from Psychoreaver located in Vaulthalla.

Special Weapon Effects

Measure twice, cut twice! – Fires sawblades that pierce the enemy and bounces twice with an explosion on each bounce.

The red text and sawblade projectiles are a play on the proverb "Measure twice, cut once", which has it's origins in carpentry.
