Opportunity is a city being built by Hyperion. During the events of Borderlands 2, Handsome Jack is pressuring the non-condemned residents of Pandora to emigrate into the city and support the Hyperion corporation. Opportunity is the flagship (and by extension, template) city for Jack's visions of a new, safer Pandora.
