It is an exclusive and guaranteed drop from The Quartermaster in Bloodsun Canyon.

Usage & Description[]
The Miscreant can deal large amounts of burst damage with the alternate firing mode, but the inaccuracy of the zip rockets make it only suitable for close-range combat or against large enemies. It pairs exceptionally well with characters having bonus splash damage.
