Background
Helena Pierce is the Governor of the town of New Haven. She lives in the house near the New-U Station, and Scooter's Vehicle Station. The house is the one that the person with the Beer Hat is leaning against.
She is opposed to the Crimson Lance's goal to convert the town into one of their own, and does not get along with Commandant Steele.
She has an "If you broke it, you fix it" approach to life, as evidenced by the numerous quests the player gets to clean up their mess.
She has a mechanical arm which was stolen temporarily by Tannis, in order to convince her to allow the player access to one of the other areas.
Involvement
Helena Pierce is one of the main quest givers in the town of New Haven. When the player first meets her, she is not friendly, and tasks the player to fix up the power in the quest Power to the People. After the player does this, she becomes more friendly, and gives the player work to do in the line of protecting the citizens of New Haven. She will direct you to Tannis, once you complete Power to the People.

Notes
After receiving the quest "Another Piece to the Puzzle", a shed behind Helena Pierce's becomes accessible. In the shed you will find The Rider, a powerful sniper-like gun alot like the Elephant gun. If you kill the Rakk Hive, the shed will not be accessible, so go there before continuing on in the story. Walkthrough Video.
