The Ultimate Vault Hunter Upgrade Pack Two: Digistruct Peak Challenge is a DLC pack for Borderlands 2 released on September 3rd, 2013. It is not included in the season pass and is priced at $4.99/£3.99
It will increase the level cap to 72, but also introduces a new ranking system called "Overpower levels". This creates an opportunity for players to fight enemies and collect loot rated up to level 80.
New Content
The pack introduces a new area called Digistruct Peak a mountaintop training ground for the Crimson Raiders. Upon arrival, researcher-turned-freedom fighter Patricia Tannis is waiting to give you the rundown on what’s in store.
The introductory mission, which is balanced for a full team of four players, takes roughly an hour to complete and winds through a series of twisting mountain paths and open spaces, all of which function as battlegrounds in which you’ll meet the full rogue’s gallery of Borderlands 2 enemies.
At first, the types, numbers, and locations of each enemy you encounter is static, but an element of randomness is introduced as your Overpower level climbs higher.
Overpower Levels
Even though the new cap is 72, the new ranking system allows enemies and loot to scale up to level 80. You’ll have to max out at the new cap first and get yourself to the earlier level cap bump’s third playthrough in order to benefit from the over-leveling in Ultimate Vault Hunter Upgrade Pack 2.
The entire world is affected when you load up a game set to a certain Overpower level; enemies are more deadly, and they drop more powerful loot. Your skill advancement still caps out at level 72, but Overpower levels allow you to use this higher-level gear. Once you’ve unlocked all of the Overpower levels and enter a level 72 game, you’ll face monsters at level 80+ and find gear rated for level 80 that you can now use.
How to Overpower
Once you reach level 72 and complete the Digistruct Peak arena, you’ll unlock Overpower Level 1. To access the additional Overpower levels, you must exit the game and reload. Upon re-starting the game, you’ll receive a prompt that will let you decide what Overpower level you wish to play at.
Every time you play through the Digistruct arena at the highest available level, you will unlock the next Overpower level. There are 8 Overpower levels in total, meaning the arena must be completed at least 7 times in order to reach the maximum level at Overpower level 8.
In multiplayer games, players at a lower Overpower level cannot inherit levels gained by the host of the game, if the host completes a higher arena challenge. For example, if the host is Overpower level 5 and completes an arena with other players who are at Overpower level 2, only the host will rank up to Overpower level 6. The rest of the team will remain at Overpower level 2, because they are required to complete the earlier power levels.
If the host and any additional players are at the same Overpower level when a round is started, they will all rank up to the next Overpower level once the arena is completed. The table below describes the effective level that game scales enemies to, when you reach a particular Overpower level:

Damage Reduction
As you gain additional Overpower levels, enemies will generally begin to spawn at levels higher than you. These enemies recieve a passive damage reduction that is based upon how many levels they outrank you. Damage reduction simply means they recieve less damage from weapons and powers than they normally would. The exact percentages are expressed in the table below:

For example, at level 72 and Overpower level 8, your weapons will deal 10% less damage against a level 74 enemy or 55% less damage against a level 80 enemy.
Generally, most regular enemies will cap at around 82, but there are a few exceptions to this. The Ancient Dragons of Destruction and Vermivorous the Invincible can reach level 83, which grants them 70% damage reduction. The Iron GOD, a max level Golem, can reach level 92 - the highest in game. This grants him a staggering 99.2% damage reduction which means your weapons will only deal 0.8% of their actual damage.
