The Cutsman should be fired from a distance to allow the beams to widen and pass through enemies for as many hits as possible. However, the fixed travel distance of the projectiles makes it ineffective beyond medium range.
Due to the nature of the projectiles stretching horizontally as they travel forward, the Cutsman can hit a large target multiple times per shot. This can result in very high damage against bosses with large hitboxes. Additionally, the Cutsman has high status effect damage. Targets that haven't been killed by projectiles will likely die to status effect damage within a few seconds.

Cutsman is a legendary submachine gun in Borderlands 3 manufactured by Maliwan. It is obtained randomly from any suitable loot source, but has an increased chance to drop from Borman Nates located in Meridian Outskirts on Promethea.

Special Weapon Effects

Little android man, born without a soul. – Fires two explosive orbs that widen horizontally along their travel path, tethered by a damaging laser beam. Always spawns with a blade attachment.

Usage & Description

The Cutsman fires a unique clothesline laser beam that literally cuts through enemies. This beam passes through all units and terrain. If either of the explosive orbs at the ends of the laser comes into contact with an enemy or terrain, the shot will dissipate. The Cutsman should be fired from a distance to allow the beams to widen and pass through enemies for as many hits as possible. However, the fixed travel distance of the projectiles makes it ineffective beyond medium range.

Beams can damage enemies multiple times as they travel through. This can result in many successive hits against a target with a large hitbox. Additionally, the Cutsman has high status effect damage. While its overall damage is not spectacular, the Cutsman excels at whittling enemies down over time while maintaining a safe distance.

Notes

  • Projectile speed increases will allow beams to travel farther, but beams will exit the enemy's body sooner for a loss of damage.
  • Hotfix 10/17/2019: Damaged reduced by 25%.

Trivia

  • The name and flavor text are a reference to the song "Cutsman" by Horse the Band, which in turn is a reference to Cut Man from the Mega Man series.
