CL4P-TP General Purpose Robots, more commonly known as Claptraps are Hyperion manufactured work robots.
Background
In Borderlands, CL4P-TPs served as the stewards of Pandora and were found in populated areas and guarding access points between different maps. They were more commonly found in need of repair, and would give rewards when fixed.
Lawrence De Quidt founded Hyperion's artificial intelligence branch, prototyping the CL4P-TP robots. In his later years, De Quidt dedicated his life to correcting personality flaws in the early prototypes for the CL4P-TP steward bots but died before he could do so.
CL4P-TP units were all programmed with smart-aleck and overtly eccentric personalities. Although each CL4P-TP was slightly different, they almost universally exhibited eccentric behavior and annoying tendencies and habits, such as regularly shirking responsibilities. Because of this, and their relative uselessness when it came to even the most menial jobs, when Hyperion took control of Pandora, Handsome Jack attempted to have them all destroyed.
After the events of the Borderlands: The Pre-Sequel and the DLC Claptastic Voyage, Handsome Jack obtained the H-source and the codes within, which he used to destroy every CL4P-TP in existence. However, a number of Claptraps evaded this fate, as Sir Hammerlock repaired the original Fyrestone Claptrap, and Scraptraps can be seen in Moxxi's Heist of the Handsome Jackpot.
Involvement
When the Vault Hunters leave the bus at the very beginning of Borderlands they are met by Claptrap, who introduces them to Dr. Zed. He later takes them to the Fyrestone gate in the mission Claptrap Rescue, where he is damaged by bandits. The Guardian Angel then says to get a repair kit and perform the first CL4P-TP rescue.
CL4P-TPS are later met throughout the storyline and are used to open the travel points between new areas. They also notify players when new missions are available, from either bounty boards or NPCs.
Damaged Claptrap Rescues in Borderlands

Despite their friendly nature, CL4P-TPs were typically abused and used as target practice by bandits. Players are alerted to the presence of damaged robots by their moaning and complaining ("I'm leaking! Leeeaaaking!"). Talking to the CL4P-TP triggers a mission to find and return with a Repair Kit. Once the CL4P-TP is fixed, it may give a Backpack SDU on the first play-through. As an additional reward, certain CL4P-TPs will also lead the way to hidden chests by unlocking a door or removing a concealing panel. On the second play-through, the CL4P-TPs generally give grenade mods or shields.
Claptrap's New Robot Revolution
At the conclusion of the Borderlands story, Hyperion reprograms Claptrap into the Interplanetary Ninja Assassin Claptrap in hopes of killing off the Vault Hunters. However, when INAC saw how CL4P-TPs were abused throughout Pandora, he went rogue. In the DLC, the Vault Hunters are tasked by Hyperion with disabling him.
Borderlands: The Pre-Sequel
Upon entering Concordia, the Vault Hunters encounter CU5TM-TP, a Claptrap that enforces its laws. The Vault Hunters bribe it with the Orbatron that wants to arrest them for public swearing. CU5TM-TP is a claptrap acting in the capacity of customs officer for Concordia.
SC4V-TP acts as a scavs gatekeeper in Triton Flats at the main entrance to RedBelly's stronghold in Crisis Scar. When first met, he insists that Vault Hunters earn their way in by killing Dark Siders and bringing back proof, but once this task is complete SC4V-TP then admits to have accidentally jammed the door while tampering with it, instead providing them with an alternative entrance.
The original Fyrestone Claptrap continued to serve Hyperion after the robolution. By chance, he informs Jack of his involvement in said event. Jack updates Claptrap into a combat-ready "Fragtrap", one of the game's playable classes.
Borderlands 3
An ongoing Crew Challenge in Borderlands 3 has Claptrap asking the Vault Hunters to find the wrecks of old CL4P-TP robots and salvage them for parts. Upon finding each one, Claptrap will comment on how it died and point out the arguable usefulness for whatever part it had.
In Claptrap's quarters on Sanctuary, the parts are used to create a female companion for him named VR-0N1CA, whom the Vault Hunters can visit to witness the ongoing progression in her construction. After all the parts are gathered, Claptrap installs the final A.I. upgrade only for VR-0N1CA to reject him and leave. She remains in Moxxi's Bar and serves no further role afterwards.
In Moxxi's Heist of the Handsome Jackpot, Scraptraps and Scraptrap Prime appear as enemies in The Compactor.

Strategy
Claptraps are fragile enemies when fought. They uniformly have a vulnerable point in their centrally-mounted optic sensor. Claptrap Partisans are basic gunnery units, Kamikaze Claptraps wheel themselves into point blank range and self-destruct, and Stabby Claptraps wheel into close range in order to attack with a series of melee strikes.
