Buoy is a legendary grenade ordnance in Borderlands 4 manufactured by Ripper. It is obtained randomly from any suitable loot source, but has an increased chance to drop from Voraxis located in Timid Kyle's Neglected Opening - Auger Mine, Coastal Bonescape in The Fadefields on Kairos.
