Buff is a mission-provider NPC in Borderlands 3.
Background
Buff can be found at Buff's Bluff, just across the road from The Sin-A-Plex. He and Rohner, a guy who runs The Sin-A-Plex, have some artistic differences to that extent that Rohner actually trashed Buff's ECHO cinematic. On top of that, Rohner only prefers those terrible movies that Troy person makes. Buff enlists Vault Hunters to set the things straight.
