It is the Soul Purpose mission reward but can be purchased from weapon vending machines as well.

The Birthright fires 3 bullets for the cost of 2 Ammo, that deals Frost Gun Damage. Hitting an enemy has a chance to call down a frost meteor on the target that explodes on impact, dealing 200% Frost Splash Damage to anyone. Additionally, the Birthright has a Zip-Rockets firing mode, that fires mini rockets that explode on impact, dealing Frost Splash Damage.
